PETITION FOR BITUMINOUS SURFACING

 

To the Town Board of Grant Valley Township, Beltrami County, Minnesota.

 

Roads in Grant Valley Township are classified in four (4) categories:

 

Road Category:

Description:

Primary

A thoroughfare or a major township road that sustains a high traffic count from adjacent government localities.

Secondary

A street, avenue, lane or road that may connect one or more roads, or a dead-end road.

Development

A lane, way, drive, circle, cul-de-sac, avenue, or court within a plat or development, or both.

Minimum Maintenance

A road that experiences an occasional vehicle or defined as such.

 

The undersigned legal voters of the Town who own real estate or occupy real estate under the homestead or preemption laws hereby petition you to tar the following described road:

1.                  Requests must be supported by seventy-five percent (75%) of the landowners benefiting from said improvement.

2.                  Landowners within a plat or development will be assessed 100% of the cost of the blacktopping.  Said landowners may be assessed additional amounts to pave ingress and egress roads to the development, at the discretion of the township.

3.                  Landowners along a secondary road will be assessed 40% of the cost of the blacktopping.

4.                  Landowners along a primary road will be assessed 25% of the cost of the blacktopping.

5.                  All other costs associated with the blacktopping shall be assessed against the benefited landowners.  These costs shall include, but not be limited to:  administrative costs, hearing costs, legal costs and attorney fees, publication costs, assessment costs, and appraisal costs (as determined by the town board).

Any benefited properties (as determined by the town board) shall be assessed according to the classification of the road being paved.

 

            We ask that you proceed with such tarring.  The following signatures complete 75% of the residents who own a parcel on the above-described road or are affected by this road.  One vote per parcel is allowed.  A non-signature is a non-vote.
