OFFICIAL TRANSCRIPT OF THE PROCEEDINGS OF THE GRANT VALLEY TOWN BOARD OF SUPERVISORS MEETING OF THURSDAY, MAY 12, 2016.

 

The Grant Valley Town Board of Supervisors met for their scheduled monthly business meeting on Thursday May 12, 2016 at the Grant Valley Town Hall.  

 

Board Members and employees present were Hiltz, Rauch, Moudry, Treasurer Boyer and Clerk Schmidt.

 

Supervisor Hiltz welcomed everyone and called the meeting to order with the pledge to the flag at 7:00 pm. 

 

APPROVAL OF MINUTES:

Supervisor Rauch made a motion to approve the April 12, 2016, regular meeting Minutes and the April 26, 2016, Board of Review Minutes.  Motion seconded by Supervisor Moudry and carried on unanimous voice call vote. 

 

TREASURER’S REPORT:

Treasurer Boyer reported the fund balances of General $95,074.08, Road and Bridge $494,191.65, Fire Fund $78,144.68 with outstanding checks of $1,805.00 for a total cash on hand balance of $669,215.41.  Supervisor Moudry made a motion to accept the Treasurer's Report subject to audit. Supervisor Rauch seconded motion and it carried on unanimous roll call vote.   

 

PAYMENT OF BILLS:

The bills were reviewed.  Supervisor Rauch made a motion to pay the bills as presented.  Supervisor Moudry seconded motion and it carried on unanimous roll call vote.  

 

NEW BUSINESS:

Bemidji Township Road Agreement was received and reviewed.  It is for another 5 year term.  Supervisor Rauch made a motion to accept, sign and return the agreement.  Supervisor Moudry seconded motion and it carried on unanimous voice call vote. 

 

Quotes were opened for grading/snow plowing for a two year period of time.  Thorings Grading was the only bid received and was for summer grading $75.00 an hour, snow plowing with grader $78.00 an hour, with truck $80.00 an hour.  Discussion held.  Supervisor Rauch made a motion to award the quote to Thorings Grading for a two year period of time.  Supervisor Moudry seconded motion and it carried on unanimous voice call vote.

 

OLD BUSINESS:

Archery Club road gating was discussed. Keith Christiansen was present and provided a quote for a gate which is $1,556.00 with the concrete, etc.  Supervisor Hiltz looked at the area with Keith.  It needs a little class 5 Supervisor Moudry made a motion to accept the quote and have the work done next week.  Supervisor Rauch seconded motion and it carried on unanimous voice call vote.  The gate will be left open until we get a sign.  Discussion held.  We need a chain and lock and keys for all the residents, county, etc. approximately 9-10.  We will also need a reflective sign on both ends of the gate and a “road closed” and “gated road ahead” sign. 

 

NEW BUSINESS:

 

Wendell Affield was present.  He purchased Heltzers home and is wondering if we could grade that road whenever we grade Boot Lake, which would be every two weeks instead of once a month.  Discussion held and it was felt this would be appropriate to do.

 

Insurance Certificate received from Raymond Ball for roadside mowing.  If the price is the same as last year then he will be told to go ahead. 

 

Notice received from County Highway Dept on roadside ditch spraying along county roads. 

 

Keith Christiansen was asked if he would be willing to act as our Road Man.  Discussion held on signs, Gopher One Call, rates of pay and $50.00 per meeting.  Keith indicated that yes he would be willing to act.  Treasurer Boyer will get all the necessary paperwork in the mail to him and he will get us his Certificate of Insurance. 

 

Supervisor Hiltz had a few road matters this month – the Dead End sign is down on Stacy Rich, Nate Moran asked about building in the Out lot in the Mid-Valley/Annalee development, and the septic and wells on the land out by Gerald Miller’s have their own separate lots so no action will be taken on that. 

 

Nothing new on the school issues this month.

 

REPORTS:

Supervisor Rauch reported on Animal Control.  Jan Miller from Animal Care Clinic was present and wanted to raise their rates for boarding but agreed to hold off until next year.  The first quarter had 2 citations and one impound noted.

 

ROADS:

The roads are good.  They were graded today after the rain.   

 

As there was no further business, Supervisor Moudry made motion to adjourn. Supervisor Rauch seconded motion and it carried on unanimous voice call vote.  Meeting adjourned at 8:20 p.m.
