OFFICIAL TRANSCRIPT OF THE PROCEEDINGS OF THE GRANT VALLEY TOWN BOARD OF SUPERVISORS MEETING OF THURSDAY, APRIL 13, 2017.

 

The Grant Valley Town Board of Supervisors met for their regularly scheduled monthly business meeting on Thursday April 13, 2017 at the Grant Valley Town Hall.††

 

Board Members and employees present were Hiltz, Moudry, Fuller, Treasurer Boyer and Clerk Schmidt.

 

Supervisor Hiltz welcomed everyone and called the meeting to order with the pledge to the flag at 7:00 pm.

 

APPROVAL OF MINUTES:

Supervisor Moudry made a motion to approve the March 9, 2017, regular meeting minutes.Motion seconded by Supervisor Hiltz and carried on unanimous voice call vote.

 

TREASURERíS REPORT:

Treasurer reported fund balances of General $105,190.63, Road and Bridge $663,560.49, and Fire Fund $81,779.00 for a total cash on hand balance of $849,758.91.Supervisor Moudry made a motion to accept the Treasurer's Report subject to audit. Supervisor Fuller seconded motion and it carried on unanimous roll call vote.†††

 

PAYMENT OF BILLS:

The bills were reviewed.Supervisor Moudry made a motion to pay the bills as presented.Supervisor Fuller seconded motion and it carried on unanimous roll call vote.††

NEW BUSINESS:

Supervisor Hiltz made a motion to set Saturday May 6th at 8:00 a.m. as the Road Tour.Supervisor Moudry seconded motion and it carried on unanimous voice call vote.Wade Thoring was present and indicated he would be at the Road Tour.

 

Discussion on ditch mowing.Ray Ball does a good job and if he is the same price as last year we will have him do it again.Lynn Boyer will do the mowing of the township grounds and will let us know a price at next monthís meeting.Dale Vogt at Vogtís Dirt Service will be doing the gravel again.

 

Brushing discussed.The work is being done and is a great job but is taking a long time.We will check it out on the road tour.Supervisor Hiltz made a motion to hire Green Tech to do the last little bit of brushing on Fern Lake Road, Sportsman, Leonardway, Kimmer and 16th Street on the end.Supervisor Moudry seconded motion and it carried on unanimous roll call vote.

 

Reierson Construction purchased a parcel of land at the back of Whisperwood and is going to put a gravel pit in there.Discussion held.

 

Joint Powers discussed and we will try to get Mike Kelly to the next meeting.

 

John Conkle at 499 Schroeder Road has put in a junk yard of sorts with cars.It was indicated he can only have one driveway and he has two at the present time.He also needs a culvert.He has promised some of the neighbors that he will be crushing the cars.Supervisor Hiltz made a motion to have Supervisor Moudry talk with John Conkle that he needs to remove one driveway and get a culvert put in.Supervisor Fuller seconded motion and it carried on unanimous voice call vote.

 

The water table in this area is only 6-7 feet.Supervisor Hiltz made a motion to have the Clerk send a letter to the association attorney and as what requirements there are for junk yards or vehicles stored on property and what restrictions there are near wetlands.Supervisor Moudry seconded motion and it carried on unanimous voice call vote.

 

There is a new assisted living complex being put up at the corner of Schroeder and Grant Valley Road.

 

A letter from Beltrami County regarding a veteranís home was received, reviewed and filed.

 

A letter from Riverwood Bank regarding interest rates was received, reviewed and filed.

 

The Archery Club gate was torn out by someone.Supervisor Hiltz will have Keith Christiansen go look at it and hopefully we can find out who did it.Supervisor Moudry made a motion to replace the bent side of the gate.Supervisor Fuller seconded motion and it carried on unanimous roll call vote.

 

OLD BUSINESS:

Joint Resolution reviewed and discussed.It states that 4/1/2018 would be the time for annexation of the school; 4/1/2020 would be the time for annexation of the other parcels that the school will be built to city specifications.The empty lot next to Skeeter Stitch has now been purchased so they will be involved as well.We need to see the exhibits to this resolution so the matter will be tabled until next month.

 

There was an article in the newspaper today that Bemidji Township is leaving the Joint Powers Board.

 

Discussion with Gerald Maertens on the Reierson gravel pit.

 

Discussion with Shirlee Maertens on land use and enforcement.

 

REPORTS:

Supervisor Hiltz reported on the Fire Association.The new rescue truck has been out a few times.The City has excess money for liquor and sales tax and they want to use it to buy a fire truck.

 

ROADS:

A member of the Bemidji Township Board called Supervisor Hiltz and asked for Wade Thoringís phone number so she could call and tell him when to blade 16th Street/Buchanan.She was told that she couldnít tell our road person when to blade the road and that she would have to call Supervisor Hiltz and let us know when the road is rough in the future.

 

As there was no further business, Supervisor Fuller made motion to adjourn. Supervisor Moudry seconded motion and it carried on unanimous voice call vote.Meeting adjourned at 8:45 p.m.
