OFFICIAL TRANSCRIPT OF THE PROCEEDINGS OF THE GRANT VALLEY TOWNSHIP ANNUAL MEETING, TUESDAY, MARCH 8, 2016.
The Annual Meeting of the Town of Grant Valley was held at the Grant Valley Town Hall on the second Tuesday in March 2016, that being the 8th day, beginning at 8:15 p.m.†† Six (6) residents and one (1) non-resident were present.†
The meeting was convened by Clerk Schmidt followed by the pledge to the flag.
The Clerk asked if anyone would like to volunteer to be Moderator and Gerald Maertens volunteered.† He was given the Moderatorís Oath and took the chair.
Moderator Maertens appointed Shirlee Maertens to serve as Teller for the evening.†
2015 ANNUAL MEETING MINUTES:
Shirlee Maertens made a motion to waive the reading of the minutes and accept them as written.† Motion was seconded by Russell Hiltz and carried on unanimous voice call vote.
Russell Hiltz made a motion, seconded by Shirlee Maertens to waive the Treasurerís Report.† Motion carried on unanimous voice call vote.†††
Animal Control:† Edward Rauch reported on Animal Control.† There were 61 complaints in 2015.† We had 3 animal bites in 2015 and zero in 2014.† There were 8 citations issued in 2015 and 4 in 2014 and there were 28 impounds in 2015 and 22 in 2014.† There will be no increase in the animal control fees.† Grant Valley is the third busiest township for animal control.† Seems all is going well with animal control and how it works.†
Rural Fire Association:† Russell Hiltz reported on the Fire Association.† The City awarded the contract for the new fire station.† 1.2 million was the estimated cost and it came in at about 1.4 million with the alternates.† The Rural Fire Association has to purchase a tanker and pickup next year.† We also need a new aerial and bucket truck in 2019 but might need to get bonding for that as it is so expensive.† The City is handling the expense of the new fire station.†
New School:† Russell Hiltz also reported on the new school that will be built in the township.† He had a site photo that was passed around to all.† Shirlee Maertens asked about the power lines and it was indicated the school had a meeting scheduled with Minnkota to see what will be done.† The school district does not want to be annexed into the city and the city wonít give the school district water and sewer if they arenít annexed so a private well and septic would need to be installed.† Discussion held on annexation in the township.† The school district has signed a purchase agreement with the Tarutis family but it is contingent on the county and the DNRís environmental study.† Those take approximately 3 months to do and the school wants to start building in two months.† There has been a traffic study done and it looks like there will be two turning lanes from the East coming into the high school and several roundabouts as there will need to be traffic control on the Becida Road and Adams Avenue as well.† Approximately 80% of the kids in 5th and 6th grade ride the bus.† Discussion held.† The county does have a plan for 2018 to re-do Division Street past the Becida Road out to Trengrove but no exact plans yet.†
Russell Hiltz indicated we did not put pavement on any roads last year but did a lot of graveling.† The road maintenance contract is up the end of May so we will be putting bids out for that for another two year contract.†
Dan Posner was present and reported for Letís Go Fishing.† They took out over 500 seniors on Lake Bemidji, Grace Lake and Grant Lake last year but stay mostly on Lake Bemidji.† They also take the Boys and Girls Club kids out every Tuesday.† They also participate in Fishing has no Boundaries, Take a Kid Fishing but the seniors are their primary goal.† He indicated that the $300.00 donation we authorized last year was never received.† The Clerk will check with the Treasurer on that and if it wasnít paid both years will be paid this year if the donation passes.
Matt Morris was presented and reported for the First Responders.† They go on fire standbys, car accidents and medical calls.† The donations help to purchase supplies.† Shirlee Maertens asked what kind of supplies and Matt indicated automatic defibrillation machines.† Matt lives in the township now and has gone on three calls just in January that were close to his home.
Shirlee Maertens made a motion to donate $300.00 to the Letís Go Fishing.† Russell Hiltz seconded motion.† Paper ballots were used to vote and the motion passed on a vote of 6 yes and 0 no.
Russell Hiltz made a motion to donate $1,000.00 to the First Responders.† Edward Rauch seconded motion.† Paper ballots were used to vote and the motion passed on a vote of 6 yes and 0 no.
As no other representatives were present, no other donations were made. †
SETTING OF LEVIES:
Russell Hiltz made a motion to set the General fund levy at 46,660.00 which is the same as last year.† Shirlee Maertens seconded motion.† Paper ballots were used and the vote was approved on a vote of 6 yes and 0 no.
Matt Morris made a motion to set the Road and Bridge levy at $274,100.00.† Russell Hiltz seconded motion.† Paper ballots were used and the vote was approved on a vote of 6 yes, 0 no.
Edward Rauch made a motion to set the Fire levy at $50,000.00.† Shirlee Maertens seconded motion.† Paper ballots were used and the vote was approved on a vote of 6 yes, 0 no.
Election results were read by the Clerk.† Todd Moudry was elected as Supervisor for a three year term and Angela Schmidt was elected as Clerk for a 2 year term.† Both got 9 of 9 votes.† The Treasurer Appointment question on the ballot passed with 7 yes and 2 no votes.†
No other business was brought forward.
Shirlee Maertens asked about having caucuses held at the town hall and it was indicated by the Clerk that was possible if they contacted her with the dates and there is no charge.
Edward Rauch made a motion to set the 2017 Annual Meeting at 8:15 p.m. at the Grant Valley Town Hall on the 14th day of March, that being the second Tuesday.† Russell Hiltz seconded motion and it carried on unanimous voice call vote.
Russ Hiltz made a motion to adjourn.† Edward Rauch seconded said motion and it carried on unanimous voice call vote.† Meeting adjourned at 9:30 p.m.
