OFFICIAL TRANSCRIPT OF THE PROCEEDINGS OF THE GRANT VALLEY TOWN BOARD OF SUPERVISORS MEETING OF THURSDAY, JUNE 9, 2016.

 

The Grant Valley Town Board of Supervisors met for their scheduled monthly business meeting on Thursday June 9, 2016 at the Grant Valley Town Hall.††

 

Board Members and employees present were Hiltz, Rauch, Treasurer Boyer and Clerk Schmidt.

 

Supervisor Hiltz welcomed everyone and called the meeting to order with the pledge to the flag at 7:00 pm.

 

APPROVAL OF MINUTES:

Supervisor Rauch made a motion to approve the May 14, 2016, regular meeting Minutes.Motion seconded by Supervisor Hiltz and carried on unanimous voice call vote.

 

TREASURERíS REPORT:

Treasurer Boyer reported the fund balances of General $81,732.17, Road and Bridge $486,383.08, Fire Fund $78,159.91 with outstanding checks of $2,105.00 for a total cash on hand balance of $648,380.16.Supervisor Rauch made a motion to accept the Treasurer's Report subject to audit. Supervisor Hiltz seconded motion and it carried on unanimous roll call vote.†††

 

PAYMENT OF BILLS:

The bills were reviewed.Supervisor Rauch made a motion to pay the bills as presented.Supervisor Hiltz seconded motion and it carried on unanimous roll call vote.††

 

NEW BUSINESS:

Mr. and Mrs. Janiksela were present and were questioning what the protocol is for paving a development road, specifically Oak Ridge/Monarch.It was indicated that 75% of the parcels owners need to sign a petition, then a feasibility study is prepared, each parcel gets a vote and the petition needs to be brought before the board by the February meeting of each year.A road Petition was given to Cory Janiksela.

 

Supervisor Rauch made a motion to approve all board members to attend the summer short course for the Board of Equalization on June 29th.Supervisor Hiltz seconded motion and it carried on unanimous voice call vote.

 

OLD BUSINESS:

Gated Road Ahead sign has to be made special but should be here soon for the Archery Club road gating.Road Closed and 2 barricade sides so one for each side is needed.

 

Issue with the Archery Club Road residents was reviewed and there is nothing we can do about it.

 

The out lot in Mid-Valley Estates was discussed to see if it could be built on.Nate Moran will dig into all the paperwork and see what he can find out.

 

Nothing new on the new school.

 

Markís Sand and Gravel is hauling heavy in the pit by Country View Estates to pave something up North.

 

The development across from Gerald Millerís was discussed.Jade Lane.The septic systems were put in by the owner himself and he didnít get permits or inspections so they are illegal.You can live in a salvage trailer but cannot sell one.There is an argument on the electrical.The County has stated that no-one can live in these homes until all the septic are done and inspected and the electrical is done.They have given the owner (Paul Nix) many chances and so they have given him until July 15th.Supervisor Rauch made a motion to send a letter to the county stating we are getting multiple complaints on the Paul Nix property from several residents with concerns of illegal septic systems, electrical violations and more.Supervisor Hiltz seconded motion and it carried on unanimous voice call vote.

 

REPORTS:

Supervisor Hiltz received a letter from the Sheriffís Dept indicating they will be performing some more training on the Tarutis property from 12-5 on Monday.

 

No animal control until July.

 

No Fire report, end of July there is a meeting.

 

ROADS:

One complaint on Buchanan where the tar meets the gravel from Tom Steele.

 

Road Tour Minutes discussed.Keith Christiansen was asked to drive the roads and get acquainted with them.Lots of trees in the ditches so he will look at cleaning them up.Fern Lake crack sealing and striping should be done.There needs to be a load of gravel where the tar meets the gravel.Wade Thoring was told to watch that and not get the gravel yet.

 

Supervisor Hiltz will get a hold of Dale Vogt with all gravel that is needed after the meeting tonight.

 

Supervisor Rauch made a motion to put a dead end sign up down on Quincy Lane.Supervisor Hiltz seconded motion and it carried on unanimous voice call vote.

 

The following roads need gravel:Whisperwood, Doris Lane, Leonardway, Boot Leg Lake, Balsam Ridge, Paul Miller, Averi Circle, Carmen and Grant Hills Road.

 

Supervisor Rauch made a motion to approve the Minutes of the Road Tour.Supervisor Hiltz seconded motion and it carried on unanimous voice call vote.

 

Supervisor Rauch made a motion to spot gravel and have Keith Christiansen take care of trees and signage.Supervisor Hiltz seconded motion and it carried on unanimous roll call vote.

 

 

As there was no further business, Supervisor Rauch made motion to adjourn. Supervisor Hiltz seconded motion and it carried on unanimous voice call vote.Meeting adjourned at 9:05 p.m.
