OFFICIAL TRANSCRIPT OF THE PROCEEDINGS OF THE GRANT VALLEY TOWN BOARD OF SUPERVISORS MEETING OF THURSDAY, FEBRUARY 9, 2017.

 

The Grant Valley Town Board of Supervisors met for their scheduled monthly business meeting on Thursday February 9, 2017 at the Grant Valley Town Hall.  

 

Board Members and employees present were Hiltz, Rauch, Moudry, Treasurer Boyer and Clerk Schmidt.

 

Chairman Hiltz welcomed everyone and called the meeting to order with the pledge to the flag at 7:00 pm. 

 

APPROVAL OF MINUTES:

Supervisor Rauch made a motion to approve the January 12, 2017, regular meeting Minutes.  Motion seconded by Supervisor Moudry and carried on unanimous voice call vote. 

 

TREASURER’S REPORT:

Treasurer Boyer reported the fund balances of General $107,294.35, Road and Bridge $641,447.21,

Fire Fund $79,571.50 with outstanding checks of $7,167.24 for a total cash on hand balance of $835,480.50.  Supervisor Moudry made a motion to accept the Treasurer's Report subject to audit. Supervisor Rauch seconded motion and it carried on unanimous roll call vote.   

 

PAYMENT OF BILLS:

The bills were reviewed.  Supervisor Moudry made a motion to pay the bills as presented.  Supervisor Rauch seconded motion and it carried on unanimous roll call vote.  

 

NEW BUSINESS:

Supervisor Rauch made a motion to appoint election judges for the March Annual Election as follows:  Althea Miller, Edith Hoyum, Joan Miller, Gordon Pierce.  Supervisor Moudry seconded motion and it carried on unanimous voice call vote.

 

Our Animal Control Officer, Dolf Corvelli, passed away.  His wife Myrna has been appointed to fill in for the present time until another officer is hired.  We just had an incident and several residents were present regarding the same.  Discussion on several incidents with Kathleen Anderson’s dog. The most recent was on 1/23/17 when Nora Shannahan was bit and her dog was injured resulting in it having to be put down.  Kathleen’s dog was quarantined at the animal care clinic for 14 days.  Supervisor Rauch had a meeting with Myrna and Mary Israelson from the Animal Control Organization and it was discussed that they were going to have the dog euthanized but then received a call from a Beltrami County Sheriff’s Deputy who indicated there was the option of moving the dog out of the county.  Kathleen found someone to take the dog that lives in Clearwater County.  Lengthy discussion held.  However, Supervisor Rauch received a call from Myrna today indicating the dog will indeed be euthanized.  Kathleen runs a day care out of the home she had this dog in. 

 

Discussion held on the Transfer Station going back out on Adams Avenue.

 

A letter from Beltrami County regarding County Ditch #2 was received, reviewed and filed.  

 

Letter from Enbridge received, reviewed and filed. 

 

Land Stewardship letter received, reviewed and filed.

 

 

OLD BUSINESS:

 

No representatives from the school, city, or county were present regarding the new Gene Dillon Elementary School.  Contracts have been awarded for about 80-90% of the school.  Discussion held.

 

REPORTS:

Supervisor Hiltz reported on the Fire Association.  They have ordered a new tanker truck, set the levy at $525,000.00 and discussed long range planning.  

 

ROADS:

In good shape right now.

 

Supervisor Rauch made a motion to allow JR from Greentech who was present, to do brushing on Kimmer Road East and West, Fern Lake, Sportsmens and Buchanan at $120.00 an hour.  Supervisor Moudry seconded motion and it carried on unanimous voice call vote.

 

 

 

The budget was reviewed and it was recommended to raise it $17,000.00.

 

 

As there was no further business, Supervisor Moudry made motion to adjourn. Supervisor Rauch seconded motion and it carried on unanimous voice call vote.  Meeting adjourned at 8:45 p.m.
